Mission Statement

The mission of the Division of Finance and Business Services is to provide dynamic and efficient management of financial resources and accounting services on behalf of the University for our diverse constituents.

Implementation of the Mission

This mission is accomplished with effective quality performance in a technologically enhanced, professional, and service-oriented manner to protect the fiscal soundness of the University through long-term financial planning and analysis; balanced annual operating and capital budgets; managed business policies and processes in compliance with regulatory, social, and ethical integrity; and oversight of financial controls, external audits, and reporting.

Vision Statement

The Division of Finance and Business Services will maximize the University’s return on investments, treasury management and net revenue by providing cost effective and efficient financial support services in accordance with generally accepted accounting standards and regulations.

Division of Finance Departments

Accounts Payable

The mission of the Accounts Payable department is to process and disburse non-payroll funds to University constituents and vendors in compliance with the federal, state, and University policies.

Vision Statement

The Accounts Payable department will fully implement automated payment reimbursement procedures to reduce material costs, input errors, and escheatment process by building and utilizing efficient resources in the budget and accounting functions.

Financial Planning and Budget

The mission of the Financial Planning and Budget Office is to prepare, maintain, monitor and report on all annual institutional, assist budget staff and administrative heads of colleges, schools, and other Institute units in executing the approved annual budgets.

General Accounting

The mission of General Accounting is to maintain and ensure the accuracy and integrity of the University's General Ledger through account reconciliation's and other analyses, provide timely and reliable financial and accounting services to management and the University community, maintain a knowledgeable staff who understands various accounting processes from start to finish, provide accurate and timely customer service, and utilize technology effectively in the operation of accounting functions.

Vision Statement

The General Accounting Office will implement an effective system of internal controls to generate reliable and timely fiscal reports for decision-makers.

Grants and Contracts

The mission of Grants and Contracts Accounting Office is to provide financial oversight and to process and manage the University’s federal, state, and private sponsored program funds in accordance with the post-award agreements.

Vision Statement

The Grants and Contracts Accounting Office will optimize the post-award fund management activities and reporting to sponsoring agencies in a timely, reliable, and efficient manner.


The Purchasing Department’s mission is to continually identify and incorporate innovative purchasing practices, and provide services that add value and continuously improve the support for quality education, research, and services in a cost-effective and timely manner. The department is committed to the accomplishment of this mission, while acting responsibly to protect the vital business interest of the University, and remaining open, competitive, and fair in our business practices.

Salary Administration

The mission of the Salary Administration department is to process accurate and timely payrolls for employees and students of the University in accordance with the federal, state, and University policies and procedures.

Vision Statement

The Salary Administration department will optimize technological resources to achieve zero defects by proactively responding to the federal, state and University regulatory guidelines.

Internal Audit

The Internal Audit Department (IAD) provides independent and reliable audit and consultant services designed to add value and improve Clark Atlanta University’s operations. The Internal Audit Department provides a central point for coordination of and governance oversight for activities that promote accountability, integrity, efficiency, and compliance. Additionally, the Internal Audit Department helps the University accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal controls, and governance processes.

Role of the Internal Audit Department
The Internal Audit Department is established to assist the President and their Executive Cabinet in fulfilling its responsibility for continuing oversight of the management of the University and to be of service to all levels of management of the University. 

The Internal Audit Department will develop an annual audit plan based on an institution-wide risk assessment and submit to the President and the Audit, Finance and Investment Committee for review and approval.

The Internal Audit Department will govern itself by adherence to the Institute of Internal Auditors (IIA) mandatory guidance, including the Definition of Internal Auditing, the Code of Ethics and the International Standards for the Professional Practice of Internal Auditing. This mandatory guidance constitutes principles of the fundamental requirements for the professional practice of internal auditing and for evaluating the effectiveness of the Internal Audit Department performance.
